SINGAPORE: For the first time since Singapore Armed Forces doctor Allan Ooi was found dead under a bridge in Melbourne nearly three weeks ago, the Ministry of Defence (Mindef) has come forward to address the incident in detail.
In a letter to the press, Mindef stated that it wished to “clarify certain facts regarding media reports on Capt (Dr) Ooi’s service in the SAF and his scholarship bond”, and gave a rundown of the events leading to his disappearance in October.
An alleged suicide note by Capt (Dr) Ooi, which has been circulating on the Internet, has been stoking public speculation, in particular. Chinese-language daily Lianhe Zaobao had referenced the alleged letter and its contents, which touched on his dissatisfaction with his job and his bond with the SAF.
Mindef confirmed in its letter that Capt (Dr) Ooi, who studied medicine at the National University of Singapore under the SAF Local Study Award (Medicine), had last year informed his superior at the Aeromedical Centre that he was “unhappy at work and was considering leaving the SAF”.
Recipients of the scholarship are required to serve a 12-year bond after their housemanship, which Capt (Dr) Ooi completed in 2006.
“On 3 Oct 2008, his superior offered him the option of posting to an appointment which he would be interested in,” wrote Mindef spokesman Darius Lim in the letter.
“Capt (Dr) Ooi agreed to consider this option and to get back to his superior in two weeks’ time. However, he did not do so. He also did not submit any application to leave the SAF.”
Less than two weeks later, Capt (Dr) Ooi went Awol (absent without official leave). He would have been scheduled to go for his hospital posting at the end of this year.
In the letter, Mindef stated that SAF officers who take up sponsorship have a responsibility to serve the full period of their bonds as “substantial resources and time have been devoted to training them”.
“Otherwise, they will leave gaps in key positions in the SAF. Nevertheless, if an officer wishes to leave the service early, he can submit an application through a proper process. Approval to leave the service will be granted only under strong and extenuating circumstances,” wrote Colonel Lim.
Capt (Dr) Ooi was commissioned in 2006, and served for one and a half years in the Air Force Medical Service. He was sponsored by the SAF in January last year for further specialist training in Aviation Medicine in the United Kingdom. He was posted to the Aeromedical Centre after completing the course last July.
While it was not said if this would extend his stay in the SAF, a 12-year bond from a Local Study Award comprises six years spent in hospitals to acquire clinical competency in fields needed by the SAF.
The other six years are spent in command and staff positions with the SAF Medical Corps, performing duties such as the clinical care of SAF servicemen and professional development of military medicine.

This MTV is so cute! Not adorable cute, cute cute. Lol. Surprising new tune from SuJu, very catchy!! The dance is very.. cheerleader-ish. I don't mean pom-poms, but formations, so many! (I like the chorus part best!) I guess that's the advantage of being a 13 men group.

Clubbing in Melbourne! My friends suddenly want to go cause most of the haven't clubbed in a long time! So, we went to Eve which has Asian Night on Fridays. TONS of Asians! (There are good looking guys too! Well, its the whole of Asia!) They all dress well. No shorts, no leggings. There isnt a rule, but yeah, most were well dressed. BUT THE MUSIC WAS NOT NICE!!!!! Out of 30 songs +- only 6 were identifiable! Alot of rapping songs, but there wasn't any familiar ones~!! No Britney Spears, No Beyonce!! HOWCAN?!?!?!
My driver for the night. Darrell, Fran and Fiorn Outside the club Waiting to pay. Entrance fee was $18 for Guest List, $22 for Normal. Gusst List has no benefits except you pay $18, and I don't think you need to be VIP or anything to be on the guest list. We were on the guest list, all 20 of us. LOL. Consists mainly of friend's friend or friend's siblings or cousins.

12,000 people expected to attend Singapore Day in London.
SINGAPORE: The third Singapore Day will be celebrated in London’s palace grounds on April 25. And despite the economic downturn, organisers are not cutting back on the budget. The previous Singapore Day in Melbourne attracted more than 11,000 people. And this year, organisers are expecting a turnout of 12,000 in London. There are about 40,000 Singaporeans living in the UK, and some overseas Singaporeans from Croatia, Sweden, Czech Republic, and other parts of Europe have also signed up for the event, which will be held at Hampton Court Palace, a 45-minute train ride from central London.
The cost of the celebration is at least S$6 million, double that of last year's. Director of the Overseas Singaporean Unit at the Prime Minister's Office, Quah Ley Hoon, said: "Even in the downturn, it is important that we continue our effort to engage overseas Singaporeans and connect them back home. "We hope that through this day, they'll be able to get to play their part for the country, either (by volunteering their services) for the Youth Olympic Games or to the overseas Singaporean associations, who will also be there (at the event)." There will also be performances by artistes such as the Dim Sum Dollies and Hossan Leong. Hosting the event is blogger Mr Brown, with film maker Eric Khoo as the show's creative director. There will also be exhibitions on the latest developments in Singapore, such as the Marina Bay Sands integrated resort, and something the boys are familiar with - National Service. The Defence Ministry will showcase their soldier capabilities at the event.
Singapore Day is not just a government effort. More than 300 overseas Singaporeans have volunteered their time for the event and 28 corporate partners will also lend their support. Despite the economic downturn, there are going to be 16 recruitment booths at Singapore Day, with a few thousand jobs on offer. The National Population Secretariat said that with the global recession, more Singaporeans overseas are enquiring about jobs back home. My first attempt at baking in 2009. Hmm. Banana Bread ( I got the recipe off the net) Not as eventful as I would have liked it to be. To me, it was abit too sweet and abit too burnt. Everything else was fine.
Now to find someone to finish it for me. Muahahaha!!

My Uni friends are so creative!!! They got me a FISH for my birthday! A fighting FISH!!! A FISH!!!!!!!!!!!!!!!!!!!!!!!
(ok, they included a proper fish bowl with lights, food and water conditioner).
BUT A FISH!?!?! Hahahaha!!! I'm very amused!
This is outside the restaurant where we had Yam Cha.
We ordered ALOT of food. It was buffet style, so we just took whatever we wanted from the push charts that come around. We took X3 of almost every type of food. I DIDN'T GET TO EAT MY CHAR SHAO BAO!!!!!!!!!!
This is how much 10 people ate. Its not alot, really. Averaged to about 4 plates per person.

My sweet Korean friend went to request for DBSK's Mirotic after I was whining that I havent seen their MTV being played yet. (They showed Wonder Girls, Big Bang, 2PM and Shinee!! WHERE ARE MY HUSBANDS?! Well, as I found out later, they were on another disc. Hahaha)
My fish bowl!!! My fish!!!! This was before it was transferred into the proper bowl. Much love to everyone. A very memorable 22nd.
